A
Special Meeting of the Board of Education of the Scotia-Glenville Central
School District was held in the Cafeteria of the Middle School in said district
on June 25, 2007.
President of the Board of
Education Margaret Smith called the meeting to order at 6:15 p.m.
Present: Ahnert, Carbone, Conlon, Crisafulli, Normington, Smith, Yagielski, Superintendent Swartz, and Director of Curriculum and Instruction Kavanaugh.

Gerry Moore, 122 Jay St., spoke to the board regarding an analysis he had prepared on the ELA and Math scores for the district.
RECOGNITION OF
RETIRING INSTRUCTIONAL PERSONNEL:
PETER GUARE - TEACHING
ASSISTANT, SENIOR
HIGH SCHOOL
The Scotia-Glenville School District would like to recognize the retirement of Peter Guare. Mr. Guare
has been a teaching assistant in the high school for the past 26 years. His career has been
highlighted by his years as a track coach, his efforts in tutoring students in Math, and his willingness
to help in any way that he could.
As a teaching assistant, Mr. Guare had
a tremendous impact on our students' success. He is best known for his ability to help students succeed in
the area of mathematics. It was not uncommon for students and counselors to
request class changes in order to ensure that students could have the benefit
of Mr. Guare's math help in study hall.
Mr.
Guare was also a very successful Cross Country and Track coach at Scotia-Glenville. As a coach, he coached numerous League,
Section II, and New York State champions in Cross County, Indoor Track and
Field and Outdoor Track and Field.
Mr. Guare helped his athletes reach their potential and would often take
his teams to events all over the east coast to offer them the opportunity to
compete at the highest level possible. Because of this exposure, many of his
student-athletes also earned college scholarships as they continued to compete
at the Division I, II and III levels. His commitment to the Track and Field
team has made The Scotia-Glenville Track program one of the most successful
programs in the area.
Over
the years, Peter has developed wonderful relationships with the students and
staff. He has always exhibited the dependability and dedication of an ideal
educator. He will be greatly missed and we wish him the best of luck in his
future endeavors. Thank you, Peter, and congratulations on your retirement!!
NEW YORK STATE ASSESSMENT RESULTS - JOSEPH KAVANAUGH, DIRECTOR OF
CURRICULUM AND
INSTRUCTION
Joseph Kavanaugh, Director of Curriculum and Instruction, gave a report to the Board on the New York State Assessment Results. He explained that these results were for the 2005-2006 school year, but that he had also included data from the 2006-2007 school year. The Board asked several questions of Mr. Kavanaugh. President Smith thanked Mr. Kavanaugh for his report. (This report is contained as Appendix A to these minutes).
Superintendent Swartz opened
the discussion by asking the Board for their views on a building project. Each board member was polled and
offered their individual views.
The Board was in agreement that a building project should be done and
that they would like to see a detailed list of the priority items before making
any decisions. The Board also
agreed that they would like to have the community involved in the decision
making process.

ROUTINE BUSINESS
a. Staffing
1) Approve the revised Addendum to the Superintendent's
Contract, dated June 25, 2007, as submitted. (This addendum is contained as Appendix K to these minutes).
2) Approve the 2007-2008 salary of Joseph Kavanaugh,
Director of Curriculum and Instruction (Districtwide) at the annual rate of
$116,727.
3) Approve the provisional appointment of Andrew
Giaquinto as School Business Manager, effective July 16, 2007 through until
such time as the civil service test is given, with 2007-2008 salary to be $90,000. This appointment is conditioned on
the school districtÕs receipt of clearance for the employee from the State
Education Department following a criminal history records check in accordance
with the provisions of Education Law 3035.
4) Approve the 2007-2008 salary list for administrators,
as submitted. (This list is
contained as Appendix L to these minutes).
5) Approve the 2007-2008 contract and recommended salary
of $59,500 for Donald Peterson, Management/Confidential employee.
6) Terminate the temporary appointment of David Bond,
Senior Custodian (Sacandaga Elementary School) and grant him a probationary appointment
to the same position, in accordance with Civil Service Regulations, effective
June 19, 2007, with no change in current rate of pay.
7) Approve the probationary appointment of Christine T.
Nofri as a Teacher of Children with Handicapping Conditions (General Special
Education Tenure Area) (Glendaal Elementary School), effective September 1,
2007 through August 31, 2009, with 2007-2008 salary to be at $47,556 [Step 9 +M
+ NBC (Nationally Board Certified)].
Ms. Nofri has permanent certification. This appointment is conditioned on the school districtÕs
receipt of clearance for the employee from the State Education Department
following a criminal history records check in accordance with the provisions of
Education Law 3035.
8) Approve the probationary appointment of David Swain
as Elementary Teacher (Grade 6, Middle School), effective September 1, 2007
through August 31, 2010, with 2007-2008 salary to be at $41,452 (Step 4 +M
+13). Mr. Swain has initial
certification. This appointment
is conditioned on the school districtÕs receipt of clearance for the employee
from the State Education Department following a criminal history records check
in accordance with the provisions of Education Law 3035.
9) Approve the probationary appointment of Winifred A.
Valachovic as Elementary Teacher (Lincoln Elementary School), effective
September 1, 2007 through August 31, 2010, with 2007-2008 salary to be at
$38,477 (Step 3). Mrs. Valachovic
has initial certification.
10) Approve the regular substitute appointment of Tana
Case as Elementary Teacher (Glendaal Elementary School), effective September 1,
2007 through June 30, 2008, with 2007-2008 salary to be at $41,587 (Step 4 +M
+18). Ms. Case has initial
certification.
11) Approve
the part-time appointment of Karen Feurer as Teaching Assistant (Districtwide),
effective September 1, 2007 through June 30, 2008, with 2007-2008 salary to be
at the annual rate of $15,210 (Step 1, 6 hours/day). Mrs. Feurer has Teaching Assistant certification in
progress.
12) Approve the part-time appointment of Jennifer Russell
as Teaching Assistant (Districtwide), effective September 1, 2007 through June
30 2008, with 2007-2008 salary to be at the annual rate of $15619.50 (Step 2, 6
hours/day). Ms. Russell has
Teaching Assistant certification in progress.
13) Approve the following appointment/change in
appointment for the following employees at the rate of 1/200 of their 2006-2007
