State Education Department, in announcing the testing
results from May 2010, also raised the "cut"
scores between levels 1 and 2 and levels 2 and 3.
That effectively means that more student scores would
fall within levels 1 and 2, meaning that they are below
the level now considered "proficient" by the
state. As can be seen, mean scale scores on the exams
did not decline dramatically.
